What does “Registrace u lékaře” mean in Czechia?

Doctor Registration — attaching yourself to a general practitioner, which is the start of access to planned Czech healthcare.

§ 40 of Act No. 48/1997 Coll.: ensuring local and timely availability of services is the insurer's duty.

Holders of temporary protection in public insurance have full coverage like Czech citizens, not "emergency care only".

Important. "We are not taking new patients" is not a legal refusal. A written refusal turns your problem into an insurance obligation.
