What does “Rodné číslo” mean in Czechia?

Rodné číslo — the basic identifier for a person in Czech registers, similar to the Ukrainian RNOKPP. The problem is that you will most likely not get one.

Holders of DO and ZDP are not assigned one

This is not a bureaucratic delay or a matter of waiting in line: holders of dočasná ochrana (temporary protection) and zvláštní dlouhodobý pobyt (special long-term stay) are not assigned a rodné číslo at all — this is stated in § 7v of Act No. 65/2022 Coll. Instead, the health insurance company assigns a substitute číslo pojištěnce (insured person number), and this number works as your identifier in the system.

A child born in the Czech Republic is assigned one

The rule is different here, and this is important:

  • a child born in the Czech Republic in a medical facility is assigned a number automatically, you do not need to ask for it;
  • the matriční úřad (registry office) for the district of birth assigns a number to both Czech citizens and foreigners born in the Czech Republic, enters the child into the birth register, and issues a rodný list (birth certificate) with the assigned number;
  • the Ministry of the Interior (MVS) assigns a number to foreigners without legal residence or with residence for less than 90 days, if required by law — and dočasná ochrana is directly mentioned there.
Important. If a form asks for your "rodné číslo" (personal identification number) and you have temporary protection, this is not a mistake in the form or your fault: you do not have this number by law. Enter the "číslo pojištěnce" (insured person number) assigned by your insurance company.
