What does “Zvláštní dlouhodobý pobyt (ZDP)” mean in Czechia?

Zvláštní dlouhodobý pobyt (ZDP) — a five-year residence permit for those who already have temporary protection. Introduced by Lex Ukrajina VII, regulated by § 7o–§ 7w of Act No. 65/2022 Coll.

First, about the name

Officially, it is zvláštní dlouhodobý pobyt. The term "special long-term stay" or "SDP" does not exist in Czech law — you will find nothing about it in the law or on the portal.

Conditions for the 2026 round (decision date 01.04.2026)

  • continuous temporary protection for at least 2 years (does not apply to persons under 18);
  • income of CZK 440,000 for the 2025 tax period and +CZK 110,000 for each additional household member;
  • health insurance continuously for 2 years and without debts as of 31.03.2026 — retroactive payments do not help;
  • did not receive humanitarian benefit from 01.10.2025 to 31.03.2026;
  • criminal record, valid foreign passport, registered housing (not an office address), school for children aged 6–14.

Czech language is not required, and an integration course is also not needed (§ 7w para. 4).

Fair exchange for temporary protection

  • You receive: 5 years of stability and full credit towards permanent residence — whereas temporary protection is credited only by half.
  • You pay: public insurance only while you are working (OSVČ and unemployed people must get commercial insurance), no uninsured benefits, and the "3 offenses in 12 months" rule starts to apply to you.

Fees: CZK 2,500 for adults, CZK 1,000 for children under 15, with a revenue stamp (kolková známka).

Important. There is no legal right to ZDP (§ 7o para. 3): meeting all conditions does not guarantee issuance, and § 7o para. 5 excludes the normal administrative process — there is no appeal. Real chances are about 20%. In 2026, 56,503 people (33,415 households) showed interest — 31% less than last year. The 2027 round is not guaranteed: each round requires a separate government decision.
